The Reverend Dr. Howard G. Hageman served the Reformed Church in America in numerous official capacities, lastly as president of New Brunswick Theological Seminary.  Among his many contributions to the life of the denomination was the hymnal Rejoice in the Lord, which he talked Erik Routley into editing.  Both James and I were Howard's students in Liturgy and Worship while he taught at the Seminary.  Upon his retirement from the school in 1986, we wanted to honor him and his wife Carol, who had also served the Seminary, most known to us by her gracious hospitality and singing in the choir.  Thus this tune sprung to being to a text from James.  It must have been sung somewhere, as later a member of the church I was serving at the time who worked at Rutgers University came to me asking permission to use it again at another service of worship.
